Bolted joists like that are being phased out of a lot of building codes. You'll also notice that 4x4 posts are mostly being replaced by 6x6 posts which have much higher strength and have enough material to make lap joint connections to carry beams and joists.

There have also been a handful of high profile deck collapse accidents in our area that have driven the building codes to be far more strict than they were in the past. Residential decks in our area are being built to commercial use standards to meet the new construction codes.
