I was in the proecess of installing the liner but before it was added we had a 2” rain in 2 hours. The deepend pool crete buckled and bulged out.

Behind the blow out is a 10’ trench that leads to a sump for pulling way ground water. The area behind the panels was not completely backfilled.

attached is a picture. What is my next move?

I think you have to remove the damaged Pool Krete and support the area behind where you have your sump drainage. Then repair or patch the damaged area.

It appears that there is no support to your wall in that area. Can you add some plywood in that sump area then backfill the area at least up to the pool panels so that the Pool Krete has some support behind it.

Others may have a better idea but that is what I would do.

Poor substrate.. knock around for any hollow spots & remove those too..

Under the failed verm, remove all loose or soft material. I have used stone & sandbags to plug pockets. Stone and sand left in the bags.

It must be very poor soil, since floor dropped without a load on it.

Vermiculite cement is not a load bearing member, it is used to decouple the liner from the earth.
The substrate must be able to support the verm/cem.

& you better get that liner out of the sun before it warps or shrinks.
