New deck for 24' round pool - suggestions needed

Hi all! I've been searching through all the old threads for info/help on decks for our pool. We live in south jersey (right outside Philly) so it gets pretty cold here in the winter. We're really confused with how we should do this... above the rails, at the rails or below. I've already talked to our town and was told we have to go 4 ft down for the frost line. They said decks in this area they've seen all three ways. His personal preference is over the rails. We do have to take our rails off for liner replacement. So we do have to keep that in mind. It's a bit aggravating because the model pool we have, the book states it "could" have come with the other type where you didn't have to remove the rails but either the installers just didn't do it that way or for some reason we didn't get that extra part to hang the liner from.

When I look at the old threads, a lot of them you can't see the pictures. There is either a cat where all the pics are or the photobucket one. Thank you all and I appreciate your input.
 
I went under the rails because I've had a deck built over the rails and I'm getting too old to be climbing under a pool deck to pull a winter cover through the small space between deck and top rails. I now have no reason to be under my pool deck now.

Yeah, Photobucket suddenly, and without warning decided to make members pay $399 to allow viewing of images linked in forums.
 
I went over the rail, I have a beaded liner so my top caps don't have to come off, ... and yes at some point tucking that winter cover under the deck rail is going to be even less fun than it is now.

I like this but impossible now that you have provided pictures. We'd never get our rails off. Thank you for showing me such great pics!

Looks like this is the way we have to go. Yours came out great. Now to find someone in NJ who does great work. We have crown moulding in our kitchen over our new cabinets still not done because I fired our last guy. I'm dreading the process already.

Thank you all for your input. If anyone has any suggestions for deck builders in south jersey let me know. :)
