I wonder if you could get some 2" PVC pipe and end caps and put a bit of cement in the bottom of the cap, then when inverted and used as a cover, the weight of the cement would keep them from blowing off.
Sounds like the contractor is just trying to make more money. Would take a long time to offset the $7,000 to modify the pool now as opposed to the cost of chemicals and heating associated with the existing pool.
