Thanks for your reply. Just an FYI in case anyone runs into the same issue in future, it was the Jandy valve. Once the water was above the skimmer and the skimmer pipes were full of water, the bubbles went away.

Thanks for your message. I believe most shells typically have the skimmer location precut, but the shell I'm using comes blank and you cut the locations onsite to suit. Much like shown here: https://www.youtube.com/watch?v=wLqv1UNobdE
