With it facing the center pipe like in the picture, the skimmer works. With it facing down, the skimmer works. With it facing up, water doesn't flow.

The Jandy 3 way valve that I have has the skimmer pulling in water in two of the positions, but in the third position water does not flow. It appears that this valve does not have an "off" it just switches from either skimmer, skimmer/ main drain, and main drain. Does this sound right? So this...
