    I wanted a water meter for the same reason, I went to the local water company and asked about purchasing an old meter as they do routine meter replacements and have old ones on hand. They gave me a meter, no charge. You may not get one for free but it can’t hurt to ask.

    Lost dipper with Taylor test kit

    Not everyone may have them laying around like I do but I made a dipper using a metal collar stay. I bent the pointed end about a half inch from the end and it works perfect for holding a small amount of powder. The nice thing is powder doesn’t stick to it like it did the plastic dipper.
