The plates look good minimal scale build up but there is some discoloration inside the cell itself but I assumed it was from well water staining (I live in Florida)

No the cell and the pump are powered at the same time and the cell is estimated to be 3 yrs old

I checked the fuse and it looked good Also the white plastic grate that goes inside the cell was warped/melted as well
