The instant reading is 2200 ppm. I looked at it again yesterday and the avg reading was at 1700.

The cell is a T-15 and it is 5+ years old. I know the cell is old it is reading below 2200 ppm. The cell was tested using a Hayward tester and passed so that is why I was looking at the panel.
