The pool is Gunite and under construction. Gunite is poured and a rail was installed by a contractor who has disappeared (with $94,000 of our money). Two contractors who have come to give bids on completing the construction have said that the rail is wrong.

What kind of rail can be installed in the pool on a baha shelf. So instead of anchoring on a deck and entering into the pool, it anchors on the baha shelf under water and then into pool. Is bonding needed? Will a regular rail work or does a it need a special rail. Recommendations?
