Well ppl I figured it out. The fab blower motor had it's start windings burned. Motor won't spin up if the start windings were bad. Bought a used fan motor and blower assy on Ebay for 160, installed it and my heater works good.

Do you think this looks like the Natural gas model?

Ya, On my schematic it shows 24VAC outputs. I did try my DVOM on the prongs, and I blew the fuse on the back of the board. LMAO. The prongs are small. I've ordered a new plug so I'll wire them into the plug and test the wires when I activate the socket. I suppose I can test the other JVAs...
