I have a similar problem with a Hayward Power-flo matrix S210T 1 HP motor. Sometimes I can get the water level to the top of the cover, but usually it just bubbles and loses level whenever suction (vacuums) is applied. I see a visible leak at the same place as Camman describes- but not sure...
