I wouldn't say that's impossible, but the cover is grey vinyl... this seems neither grey nor vinyl. Though I think there might be a blue plastic protector inside the vinyl which could be disintegrating... I'll have to look at that when it's not quite this much pouring out :)

Can anyone identify what these bits of blue are? More and more of them have been floating around in the spa. They feel like crinkly thin plastic, like somehow a blue grocery store bag got in there and has been decomposing. But I don't think that is likely. Thanks!
