    So the floor looks like a big slab? Does it have rebar ends sticking up through the concrete all of the way around perimeter? If so I'd say they are going to form the walls for a "poured concrete" wall rather than a "sprayed" wall. If not, I'd say they will probably erect walls for a liner...

    One way you could fix that skimmer would be to make a new plumbing run to that skimmer "on top of" the cement collar, then adjust the skimmer as needed.

    Pool Size Dilemma

    Just my opinion, I'd go bigger if you have the room to support it. $2k isn't much in the grand scheme of things when you're building a $40k pool. You will have more regrets over not going bigger, than you would if you go bigger and decide that you didn't need it.

    Vanishing Water

    Sound like the water is going back through your ozonator and leaking out, which would also explain the tripped breaker. I once had this happen and it was due to water leaking back through the blower motor.
