If you have power on 1 and 3 the "Line side" and no pwr on 2 and 4 the load side then the relay is bad. There is dielectric grease inside the relay that will get old and start sticking. Sometime's it will release that's why your pump will work in odd ways. Some times it gets stuck in the open...
