It is used, I went ahead and placed the old pump and filter back on for the time being until I can figure it out.

That's what I initially thought, so that's why I was wondering if the key cover is on correct. The "rinse" is sending water out of the return port. The backwash doesn't actually seem to pump water anywhere.
