Pump does not TURN OFF, it keeps working...its just the pressure dies...I put my hand in pool to feel water pressure and there is none.

I read the manual...I used my full power to open the "Locking Ring" (Black Top Ring), but it would not move...thats why i was wondering there has to be a way to open the TOP filter head easily. - - - Updated - - - Top only has 1 screw, which is for "Air Relief"

I have this Filter System (Picture Below). I want to take out the filter and clean it. I could not find a single video regarding how to open it. I am new to pool, so I dont want to mess it up. any help would be appreciated.
