How to test if SWG is working? Aftermarket Circupool 15, replacing Hayward TurboCell T-15

Background if it matters: an undetected leak caused some unstable chemistry. I fixed all of that, shocked to knock out the lingering algae, and went to level the chems. My salt level and FC weren't really responding and when I tested with the strips it was way higher than what the cell was reporting. All signs pointed to a dead TurboCell so that was the last thing to replace (T15, pool volume calls for T9, all advice here was to size up, replaced with circupool equivalent of T15). Circupool cell registered around 4500, around the same as the test strips, and well above the recommended limit. I diluted the pool until it was down to about 3400, upper end of the operating level for circupool. I releveled and the last chem I balanced was CYA which now sits at 90, the upper end of the pool math 60-90 range. Maybe this matters, but raising CYA also brought my pH down to around 7.0-7.2 and I have not raised it yet while I wait to see if there's something else I need to do first.

The problem is, my FC still won't seem to get off the ground. It hovers at around 2, barely pink in the Taylor test kit (kit is always stored in an indoor cabinet, but reagents are near their printed expiration dates, if that matters). The pool receives quite a bit of direct sunlight, which I know can impact FC, so I've made it a point to test first thing in the morning after the cell runs all night at around 70%.

Question is: is it just that tough for a SWG to "roll the stone uphill" and get FC into the desired range when it's basically starting from zero in direct sunlight? Or, am I looking at a potential problem with my new cell? How would I go about testing to see if the cell is generating what it should? It reports volts and amps (can't recall what numbers) and reads salt levels accurately (I think). I also have a spare control board for my hayward equipment though I'm not sure if switching it out would make a difference. Is there something else I should try before declaring a problem?
 
If you run the T15 at 100% 24 hours per day for a few days, it will increase your FC. But only if you have no algae. Best to use liquid chlorine to raise FC to target level
