Hayward H250FDP not heating

I have a Hayward Heater used mostly for heating the spa. It's 3 years old just out of warranty and use it regularly. Last weekend I turned it on and no heat. I have no error codes but the there a clicking noise like the pilot light is trying to start. I had the gas company check the lines but there is good pressure and ample gas.

There should be no constant clicking when that heater tries to light, if that is what you hear, you have a hot surface ignitor.
Should be one click when the gas valve opens. You don't have a pilot in that heater, either. The ignitor lights the main burner and the rest follow.
If you have gas to the valve, hear the valve open, get no heat you could have a clogged burner orifice or a bad gas valve.
If you hear a click followed by another within about 3 seconds, one of the control boards is bad.
