Which chlorine drop test are you using - the OTO (R-0600) or the FAS-DPD (R-0870 and R-0871)?
The OTO test is basically only an indication that you have "some" chlorine in the pool. The FAS-DPD test indicates how much chlorine is in the pool.
Use the FAS-DPD test using a 10ml water sample and one rounded scoop of the R-0870 powder - the test is accurate to 0.5 ppm, which is more than close enough.

I have a related question about the test for CC: Step 4. The test solution returned to pink after adding 5 drops of R-0003 for the test I just did this afternoon. I added 32 drops of of R-871 but the solution did not return to clear and I stopped. Should I have kept going?

Have you used any sulfamic acid or algeacides or other unusual chemical treatments?

If the sample was tested for FC and then you waited a while, it can turn pink again without adding drops. That’s normal. If you’re testing right away then something is odd.
 
Just to avoid confusion: "Clear" means in this test "not pink". The sample can turn a bit cloudy, that's normal and just ignore it.

I'm using a 10 ml test sample and nothing has been added for a week. The today's readings are:
FC: 05
CC: 31 (It turned clear today)
PH: 8.2
TA: 90
CH: 300
CYA: 45
CSI: 0.50

I test right away but it went to clear today. I must have done something incorrectly the other day

FC Testing After Using Sulfamic Acid​

FC + CC = TC. So when you do the tests, add your FC and CC together and just consider that total number as your FC until the elevated CC goes away.

Sulfamic acid is similar to cyanuric acid in that chlorine will combine with it and reach an equilibrium. The bond is actually stronger than with cyanuric acid. That's why the chlorine registers as CC.

Periodically do an OCLT to detect any excessive organic buildup. As long as you're passing the OCLT, your total chlorine level should be adequate.

It had taken members months of SLAM level FC to clear CCs after using Jack's Magic #2 Copper and Scale Stuff.
