Replacing my Hayward 1.5hp pump

My pool is 20+ years old and my pump is at least 10 years old. I want to replace it with a VS pump --- but I do not have any type of control system --- just a 1.5hp single-speed pump; a Hayward DE filter; and an in-line chlorinator.

1. Can I still replace it with a VS pump even though I don't have a control system?
2. If so, will a 3hp VS be OK --- I found a 2-year-old VS that is still in great condition.

A VSP is actually a variable horsepower pump, so 3hp is fine, you're going to turn down the speed anyway.
Which pump is it? Is it an in-ground pump? The horsepower rating is not enough to base a purchase on.
I am always skeptical of used pool equipment, especially a VSP, which is essentially a computer, that has been in the weather, the humidity, the heat, sitting on a motor. Why is it being sold? If it goes bad, the repair costs are, generally, very high if it is in the control or the motor.
I have a neighbor who insisted on buying used pool cleaners that I regularly had to repair, even though the seller said they were "in great condition." Finally convinced him to buy new. He got a great deal online somewhere.
