What is this part's name?

I don't know what this part is called. I found it attached to a "Hayward skimmer adapter cone" (part# V093C).
My "Zodiac G3" pool cleaner does not move around anymore because of not enough suction.
I cleaned the skimmer basket already.

Maybe some kind of clog in the pipe?
Thoughts?

That's the "Vari-Flow" control for an old American Pool Products (bought by Pentair) Admiral skimmer. It controlled the amount of flow between the main-drain and skimmer. They had the original "floating" round weir and didn't have a weir-door in the throat.

So the cleaner works again without this vari-flo. Somehow. Do I even need this?
 
The suction cleaner was stuck at the main drain today, and I had to pull it to move it away. Maybe I do need this vari-flow. Does it provide more suction?
It adjusts the flow between the skimmer and main drain. I haven't seen one in many years, but I believe there is a "scale" on the bottom of the skimmer body that has a + and - to indicate how much is coming from the main drain.
