Water under pump

UPDATE: The pool company sent somebody out a couple of weeks ago to clean my pump. It solved the lack of water pressure to the chiller which was perplexing because I had already performed that cleaning as a troubleshooting step. However... the issue is back. I spent an hour cleaning my cartridge filters yet again once I saw the chiller wasn't getting the expected water pressure. Once done the pressure to the chiller improved but it's not as good as after the pool guys cleaned it. Also... I noticed there was slimy Crud on the rim of the filter cover (the top half) when I pulled it off. I'm assuming this is algae, but one thing worth noting is the pool company came out after the guy cleaned out the filter and demolitioned parts of our spa spillover (to repair unevenness I reported). A TON of that gunk ended up in the pool and of course in the pump. Only mentioning this because I'm not sure if it has anything to do with the slimy stuff I felt. BTW I sprayed both rims of the filter to get the slimy stuff off. I also sprayed the inside of the filter with everything removed and the drain plug opened. And then of course I spent 45 minutes cleaning the four filters.

So my primary question is, what's the magic trick to cleaning out a filter that I am clearly missing? Should I be applying some sort of chemical inside the filter? The secondary question, although I recognize it may be related, is what's going on with the slimy stuff? My pool chemical readings as of last night are...

After taking these readings last night I added some muriatic acid and then this morning I put in some liquid chlorine.

So... that's the whole story and my 2 questions. There are some smart and experienced people here so I'm hoping for some good advice!
 
Low flow is from algae plugging the filter.

Raise the FC now. If you do not want to go to SLAM level, at least raise it to 10+ ppm. No one will notice.

sorry for the stupid question, but the quickest way to raise the FC is what? I'm still confused between TC, FC, & CC. Just pour in a bunch of liquid chlorine, yes?
