Mystery Pipe? What is it for?

I had the pool installed. the liner was the original request.

I am the only owner of this home.

Have you tried applying suction from a shop vac (be sure it's set for 'wet') to see if you can pull any water from the pipe? You may need to leave shop vac attached for a few minutes to pull any water. I still think it's some type of de-water pipe.

I am going to try that right before I close it up this weekend. I believe you are correct also
