Cover anchor pipe spinning?

Hello all, hoping for some advise.
I have a 38x18 + ell pool, recently replaced concrete patio with pavers. The pavers are installed on RCA, not a concrete base.
Now that fall is here, I need to install my winter safety cover, which means cover anchors. I bought the 9" anchor in pipe from the manufacturer (Meyco) and now need to install them. I have a core drill and bits, but before drilling 36 holes in my nice new pavers, I'm trying to figure out what will keep the pipes from spinning in the ground when the inevitable anchor gets stuck?
Any thoughts?

Nothing.

Some folks will spray the anchors with WD-40 or Kroil before screwing them down in the Spring to try and keep them from getting stuck.

If an anchor gets stuck, it is because the person screwing the anchor up or down is incompetent or just does not care.

An anchor can only get stuck if someone uses excessive force when debris, like sand or dirt, gets in the threads.

If you feel resistance, clean the threads and the anchor will never get stuck.

That sounds great in theory, but after 17 winters, actually even before that, I had anchors stuck, and I don't consider myself incompetent.
When I say "stuck", I don't mean irretrievably. I'm referring to the ones that are difficult, and if the anchor itself spins, whether directly in concrete or in a pipe, they can be very difficult to free up, especially if it's down and stuck. I'm having a hard tie visualizing a way to remove the pipe from the hole when the insert is down and the pipe spins.
