What is this pipe for?

When all your equipment is running, do you have a "return" or a "port" in the side of the pool or spa that is not moving water? May be an unused pressure cleaning pipe, or a vacuum port. Turn on your pumps and check for a port that is not moving water.

Thanks for your reply. So, if all the pumps are on — looking at my plumbing photo and working from right to left — the 1st pump is the filter pump and the two suction lines are skimmers and spa drain. The next pump is for the waterfall over flow from spa to pool. That draws water from pool wall ports and returns to spa. The next 2 pumps are the spa jet massage returns. There are 4 returns for each pump in the spa. So, form what I can tell, to answer your question there is no “inactive” port around the pool.

Then I don't know. Could be clean out access, could be unused pressure line, or unused vacuum line, or ?? Hang around the hoop here for a couple days, one of the heavy weights will weigh in with more ideas.

Ok...thank you. Whats a clean out access for and what is an unused pressure line? Sorry - learning as much as I can

There are pool cleaners "little robot" that use pressure, instead of vacuum. You hook it up to a port in the pool, like a return and it uses pressure to vacuum. Pressure Cleaners

Would be ODD, but a cleanout is an unused port into a pipe so you can put a snake into it to cleanout anything that might get caught. Again, would be odd in a pool, but you never know.

Speaking of which, do you have an overflow on the pool? A pipe that is connected to the pool and to the sewer, so that if you get a lot of water from rain, the pool doesn't overflow? It could be a cleanout for that.

Auto fill? First - do you ever have to manually add water, if so, you are not using an autofill. I know my pool builder installs an autofill, but leaves it to the homeowner to get it connected to water. So that pipe, could be the water supply line for an autofill.
