Long story short - after replaster the guys installed a new pool auto float for some reason
The water level seems to be about .5 - 1 inch too low.
Do I raise or lower the actual float to increase water level height?

It would be beneficial to see a couple pics of your autofill setup so we can offer suggestions to adjust the float.
 
I think your autofill valve is similar to THIS ONE
If so, there is a wing nut which allows float adjustment. The higher the float is to your deck, the higher the water level will be. This allows you to adjust the water level to suit your needs.

That being said, maybe the replacement float is of a different style than the one it replaced. There are various styles available.

yep, that is the one
i was able to adjust and bring the water level up a bit :)
