My skimmer flap stays in the down position, does it have to be changed?

I noticed more dirt than usual around the pool and I took a look at the skimmer and noticed the skimmer flap stays in the down position and doesn’t rise back up at all.

Do I just replace it or is it something I have to bend on it to work like it used to?

It should float and allow maybe ½" of water above it. See that it moves freely and isn't binding. It it's sunk, it's bad.

Definitely not moving and it’s cheap enough to replace, just doesn’t seem to be much mechanics on it, that’s why I’m surprised it’s not something I can just bend back or is related to the foam wearing out?
 
The foam on mine got water logged so I just replaced it and it works fine. You just want to use closed cell foam.

You may be able to find replacement foam specifically for your skimmer. Waterway sells replacement foam.
