Just opened our inground pool and took the winterizing plugs off the return lines. I need to adjust the eyeballs but they are stuck on the ring they fit into... I guess because we didn't take the eyeballs off the rings when we closed. Anyone know of a way we can loosen the eyeballs? If not, is it okay to just not screw them into the return line fittings all the way so to be able to adjust them to point the correct way?

Use the handle end of a screwdriver in the eyeball as a level to adjust them.
You might want to unscrew them and take them apart if stuck hard so as not to break it.
You can do that.
Mine would also stick until I got smart and bought some silicone and used that every spring
