Although, we have lived in this house for 2 years, Im still learning the ins and outs of my pool and now that I'm using the TFP method, I am learning more and more... After digging around in the garage, I came across a bag of "Fiber Clear" ... Can anyone explain what this is and how am I to use it? Thanks, in advance!

Fiber clear is a DE replacement made of cellulose.

You can use it with your sand filter if you want it to filter a little better. Note that the tradeoff is that that extra filtration means it'll load up fast and need backwashing really quick. Add DE to a Sand Filter - Trouble Free Pool

Thank you! I assume I do this after all my chemicals are in check and the pool is good to go? Still waiting on impeller replacement and have a way to go before the pool is ready!

Oh ,yeah. If the pool is green, adding fiberclear would make things clog so fast you'd wonder if you did something wrong. Minutes. When the water is clear and things are humming along, maybe you'll want to try it then. It's completely optional; a sand filter will still filter down to microns without it.
