When the return pipe and suction pipe in the pool are separated by only 2-3 feet, is it still best practice to add chemicals in front of the return stream? I imagine it is, but I want to make sure there's no immediate circling back into the skimmer. The pipes used to be separated about 20 feet, so the separation of water streams was a lot clearer. (The old return pipe was sealed and a new one added next to the skimmer.)

Yes, the return pressure is quite a bit greater than the skimmer suction so it will push the chemicals away enough to dilute them before they can get sucked back into the skimmer.
