Your TA is high enough to go ahead and raise yoir pH. If TA were any lower than 40 then I would recommend raising TA to at least 50 first and then test pH and raise it.
Thanks. Should I use just Borax, or would you use the super washing soda booster instead? Also how much of either??
No. I've been using the BBB method for 5 years. We just had a big pump problem and let the pool go for several months.
CYA is not registering at all in the tube. Never gets cloudy .
My chemicals are over two years old, possibly three but kept inside in a dark drawer.....could I have bad chems?

Your chemicals are probably ok, but I would get new ones to be sure.
I would raise the TA to 60 today and recheck everything tomorrow.
Bring the CYA to about 30 and SLAM.
