Neighbor's pool

Can someone explain to me the piping from the red top to the black? Also, the black top on the ground of the spa. I'm genuinely enjoying their building process but it's completely different than mine was.

It looks like your neighbor got talked into an In-Floor-Cleaning-System (IFCS).

Makes a simple pool complex and harder to fix 10 years from now when things go wrong.
