Is it possible to patch a leak on my above-ground sand filter housing? Leak is at the seam of the outside wall of the sand filter where it tapers up and meets the valve. Thanks!

Filter housings cannot be repaired. They are pressure vessels, and can catastrophically fail, with potential for injury or damage to property.
Take the filter out of service until it can be replaced.
