Buying Used Pentair IntelliChlor- what to look for?

Got a guy wanting to sell his IntelliChlor. He says it's only 6mo old or so (selling due to hardship).

How can I tell if it's working ok before I buy? Anything I should look for specifically?

If it's already removed, there's nothing you can do to ensure it works ok. You would need to check it while installed and operating. Look for all light status showing good. This includes if he says his salt is low and didnt want to add salt since he's selling it, he may only mask problems with it.
There should be a serial number to indicate how old it is.

Is he just selling the cell or does it come with a power center???

At the very least I'd want to see it running and make sure the lights work etc.. There is no quick way to determine if the cell is working up to spec or not.
