DO you have a copy of your plot survey plan(If not the city should)? I would think in order for the power company lines to be in your back yard they would have at one point asked and issued an easement. Knowing where the easements on your property could get you started in the right direction.

Internal ground goes to lug inside light niche to ground bar in wet niche J-Box. There should be an external lug on both light niche and J-Box that you take a separate wire to the grid. Hope this helps, Chris

Is there a place locally that would sell the potting compound? We buy our potting compound at the electrical supply house. Most electrical inspectors in the our area want to see the ground in the niche and the compound installed.

Kyle- Google curtain drain(type of french drain for surface water) and take a look and see if that would work. You might okay with just gutters and diverting the water away from the area. It's hard to tell from the pictures and what future concrete decking you are installing. Dry...

Re: New Construction - please review contract specs for issu As long as everyone understands the NEC is the minimum standards. Some municipalities lag in years before adopting the new code books. When you DIY's pull your permit, check permitting which book they are using.

Are the threads on the inside of the niche? If so, They are for testing the conduit system for leaks before back filling and installing the fixture.
