So I have an odd situation here in Florida. I have a pool cage and somehow when it storms I somehow attract a massive amount of worms in my pool. It’s almost like they are falling out of the size. They cover the bottom of the pool and gather on the steps. What’s odd is my neighbor doesn’t have this issue. Curious to know if anyone has any insights.

What is the condition of your neighbors lawn? Does he use a lot of insecticides, etc. that you don't? Your lawn sounds like it is a lot healthier and less chemically dependent than his. Worms naturally come to the surface after a heavy-ish rain, and you are getting the unlucky ones that crawled in the wrong direction to land in your pool. Water circulation then determined where the bodies would pile up.
Earthworms are an invasive species. There is nothing sold specifically to eliminate them. The standard advice is to remove organic build up in the lawn/garden (thatch, mulch, etc.) and reduce watering to the bare minimum the plants need. Of course, that puts you on the edge of not having a golf course like lawn...

This is typical with rain. Worms seek higher ground. Your pool deck is sloped away from the pool...so your pool IS higher ground. Entirely normal.

Remove them with net, robot or vacuum.

If you maintain your FC for your CYA using this, you will be fine...Link-->FC/CYA Levels

Yeah I maintain my chemicals.

My lawn is treated just like my neighbors however these worms dont seem to make it into his pool cage only mine.

Are the worms coming in through the doorway or everywhere? I'm wondering if you need to caulk the joint of your cage and deck all the way around as they may be going under the it, which would be an easy solution.
