White swirl marks in 3 weeks old plaster.

Hello TFP! Thank you for all the help. New member here trying my best to understand what is at issue with my pool. It's been 3 weeks since we first had water in the pool and these marks have resisted brushing. They almost look like footmarks. I have attached photos but realize they might be hard to decipher. I have searched the forum and have read about aggressive water use, inaccurate water chemistry at startup, poor plastering technique, and others. I am trying to determine how I can if at all possible resolve the issue. Any help would be super appreciated

Welcome to TFP.

They probably are footmarks from the plaster install. Have you spoken to your builder? An acid wash may remove it.
