Where is the water coming from

I have two leaks in one place where the pool builder did a janky repair. On the suction line I was able to put a plug in the skimmer and close the valve at the pump. There was a small amount of water leaking but I was able to get that repair done and I think it will be fine.

The other line, which I believe is the return line, still has water in it. I have put plugs in each of the returns and have turned off all of the valves so I don't understand where the water is coming from. I have used my 9 gallon shop vac to suck the water out of my hole 5-6 times (roughly 50 gallons) but the water is still coming out at the same pace.

Where could this water be coming from?
I have a hot tub with 5 returns and I don't have those plugs in but I have turned off the valve so it should not be able to drain into the pool or one of the pool return lines.
I have 4 pool returns and I have all those plugged.
The suction line valves and all the return valves are closed.

So, how is there water still going through this line???

Can you post some pics of the equipment pad, the valves, lines, and your pool?
 
Oops, well I would be happy to post but I sheepishly reply that I don't really need to. I was plugging the lines last night after a long Memorial day and I have one plug that I missed in the corner. As I was sitting by my hole in the ground this morning wondering how this was possible my eye happened to fall on that one return that did not get plugged. I plugged it this morning and after a few minutes of drainage all the water stopped.

The good news is I was right about the plumbing, just lazy in the execution.
