What to do first??

Here are my numbers:
FC 9.5
TA 60
CYA 40
pH 7.2
Water temperature is 54.
Chlorinator is not on due to cold water temperature.
Do I add stabilizer or baking soda first, or does it matter?
No salt reading because I don't have any test strips and the closest store isn't open yet.
 
The water temp is still too cold for the SWG, I"d continue maintaining via Liquid Chlorine for now.

You could go ahead and add stabilizer if you wanted to, I don't see a need for baking soda at this time.
