What is this

Anyone have a clue as to what this is on our filter. We opened it this week but thos buildup keeps happening on the filter. This has never happened before so I have no clue where to start. First, what is this and second how do I treat it.

There no way by looking at it to know what it is. Show us a picture of all the chemicals you've put in the pool over the last year. How are you testing?
