What is this thing?? Taped up pipe near my Polaris.

I just bought a new pool (it came with a house attached to it) and found this strange thing in the garden next to it. It is really close to the dedicated jet for my polaris cleaner.
It appears to be flexible PVC, and I am only assuming its part of the pool, as its taped the same way my previous pool was at closing, and its a white pipe (the sprinkler system is all black plastic).

Any ideas?

Strictly a wild guess, but could it be a well point discharge?

Interesting. We have city water for drinking, but the sprinklers pump water out of the ground. I'll do some research here. Why would it be covered with tape though?

maybe it was put in so in the future they could have put in speakers or low voltage lights
