What do I use to repair this?

We had an exceptionally hard winter and I noticed these cracks in the cement between the blocks surrounding my pool.

Is this a DIY job that is reasonable to do? If so what is it I should buy to patch it up?

Is that grout, Anthony? If so, I would suggest you get a small grinder or concrete saw, remove all of that material, and regrout that area and any others like that. It is best to keep these surfaces sealed to keep water out - water intrusion leads to erosion over time, so you should expect this problem to continue to get worse, especially during a wet winter. The more you can maintain your grout joints the longer the underlying concrete/mortar will remain intact. when you start to have tenting at the edges of your tiles, you are looking at resurfacing things.
