What can I use to seal this

Good day, The pool edging is chipping, flaking. I’m not sure what the edging is made out of? Stones set in some grout type substance. It just keeps washing away little chips. I’m guessing there is some sort of sealer I could put on it to keep the water from absorbing and deteriorating the surface. My Pool chemical levels are in suggested levels.

Can you post pics of the byproducts of this chipping and flaking?
Is it only from the stone,the motar/conctrete or both?
Provide a size reference, like a tape measure, in the pics so we have an idea of the sizeof the chipping/flaking.
