What are these?

There are actually 3 of them in the pool. These are the 2 closest to the drains. One of them was partially plastered over; the plaster company is coming to look at other issues we're having and I want them to look at this as well. I think they they did a crappy job overall and this adds to the list of crappiness. What are these and what are they used for? Thank you!

Looks like hydrostatic plugs.

Ive seen them like that in others photos. You dont want to ever open them unless some serious repairs are being done.
