I know the weeping hole is for water to come up to help with the pressure. Is it normal though for water to keep coming out even when it’s not raining and over a 2 week period to fill it up about halfway? There just seems to be a lot of water that keeps coming out.

What is "normal" 100% depends on your groundwater levels, which are hyperlocal. My pool was also prone to filling about half way with water. Except mine would only take days to get there, not weeks. They had to install a full-size pump to keep the water down for plaster. You can check my thread for pictures. I don't have any with it full-up, but you can see the various pumping setups they did to try to mitigate it.
