Where should the water level in relation to the tile be in a spa with a spillway into a pool? I have always thought the water level should be in the middle of the tile but our was built to have about 75% of the tile showing.

A picture would help...
But, I would think that what you are seeing is normal.. To make the spillover work, you have to put more water in the spa than it would normally have. When using the Spa, the water will be lower and not spilling over into the pool.
