Water feels "sticky"?

I've had my little pool for a bit over a week now and I've been working with my k-2006 to try and get my chemistry all squared away. I've noticed from sticking my hands/arms in the pool to mess with fittings and take test samples that the dampness on my skin feels sticky and once I dry off my skin is very dry. I haven't really noticed this in other pools. I filled up with regular city tap water (which does burn my eyes in the shower).

Here are today's test results:
FC: 5.5
CC: 0
PH: 7.6
TA: 100
CYA: 60 ( this test was from after I added it last week. My depth measurement was off in the app, so too much got added in. I lost about a foot of water from messing with leaking fittings so I should retest.)
CH: 110

I assume the high TA is the problem? Using the "effects of adding" in the app shows my PH going too low to get the TA down just 10ppm, so I'm not sure how to fix it.
 
Your TA is not a problem.

How do you chlorinate the pool?

What you feel is probably due to minerals in your fill water that we don't test for. As you add liquid chlorine you will be adding salt, which will accumulate, and change the feel of the water.
 
I'm just using regular liquid chlorine. I finished off an old jug that I learned had lost potency, but now I'll be opening up the fresh stuff I just got at the hardware store.
