Vinyl Faded/Flaking around Main Floor Drains

We have a pool that is about 10-12 years old, but is new to us as the new homeowners. After opening the pool this season, we noticed that around the two main drains in the deep end of the pool, the liner is faded almost white and looks a top layer is peeling in pieces. We are going to have a pool company come look at it, but wanted to get some unbiased experienced opinions first. It's tough to get a good photo because we are currently SLAMing and the filter is on so the top water is disturbed. The low end photo is there for comparison of what the liner should look like.

Our question is: is that something that can be patched while the pool has water in it? Or do we need to drain and repair the liner?

The only reason you would need a patch is if it is leaking... If it is just faded there is no issue other than it being faded.. :)
 
Agreed, we definitely wouldn't patch due to fading. The pictures don't show it well but it appears as if the liner is flaking up. When we brush over that spot, it is rough and there is more resistance compared to other parts of the pool. We haven't gotten in there yet because the water is 50 degrees and we are SLAMing. I'll try to get a better picture today.
 
if it is flaking it may have gotten a chemical burn or something... being in the deep end is probably better as it wont get walked on and disturbed much except for brushing...
