Underwater Bubbler / Volcano ?

Go figure, I was watching 'Pool Kings' on TV and in many pools they put what they seem to refer to as an underwater volcano underwater, anywhere from 3 to 6ft deep... I haven't quite figured out what this is, it's typically just a 'feature' for the kids....

My only guesses are that it's a standard bubbler but in deeper water that just causes a disturbance throughout the water column and then at the surface? I'm trying to remember if there is some inherent aeration as well?

Any ideas what this actually is?
